it's the best icon editor you can get on windows. I just wish it has support for 512x512 mac icons. this feature is probably coming in future versions. Anyhow it's the best. did I mention it's free

Has a simple layout like GIMP or Paint.net. Able to extract icons ranging from 16x16 to 256x256, saving to PNG with its alpha blending preserved. Best of all, it's freeware.

It has a nice-looking UI, but it's somewhat confusing to use at time. For example "adding" an icon to an open document actually opens the icon in a new document, and you have to drag it over. Otherwise it seems to get the job done, despite unfortunately cranking the CPU even when idle. Buy hey it's free, and I may even donate depending on how much it continues to impress me. Definitely worth getting at any rate.

A nice freeware for grabbing icons and making them into other formats. The interface makes it tough to know how to convert the icon into something else, but everything else about it is nice.

    Overall:

Excellent freeware application for extracting icons, or capturing icons/favicons. Saves as both .ico files, or can convert .ico files to .png, .jpg, you name it.
