XnView is not open source. It is much more than a image viewer, but not a full featured image editor. Plenty of plugins and a good interface. Recommended.
Lots of goodies
A very powerful tool to view and modify images and photos.
I particularly like :
- the mass conversion tool which allow to perform a lot of modification in the same time
- the mass IPTC tagging tool, despite it's a bit slow when writing.
I'm not very fond of the interface and usability, but XnView is the perfect technical companion to more genuine viewer like iPhoto or Picasa.
it free and very good!
The Power of Open-Source !
Nice alternative to ACDSee. Loads quick, loads most image formats, and best of all it's freeware.

The best image viewer on Windows
Great lightweight image-viewer with an easy and customizable interface, some basic editing functionality and a good browser component. I use it a lot to browse large collections of images.
This is a great free program to organize your pictures and do simple edits like red eye reduction, resizing and changing brightness. I like that you can do batch jobs.
Great software! I've been using XnView for years and with every new version it keeps getting better. What I use most are powerful plugins (batch resize, crop, etc.). It has nice user interface (far better than ACDSee or FastStone IMHO), it's Vista ready and freeware.
